“I've been charging this for almost 4 hours now. When I first plugged it in, it flashed 40%. Now it only flashes a warning telling me to not use until it's fully charged and then gives me the three different modes. How do I know when it's fully charged?”

This was my question and I was able to find that my outlet was not working!!!
