Is it noisy? Does it put out a decent flow of air? null

Subjective answers but yes, it generates plenty of air at the highest setting. Settings range from 1 to 10. Set on the high settings the noise level is about like an electric room fan. It’s a smooth, consistent noise though because there are no visible fan blades.
