Yes, an ecobee account is needed. You can use the same account on each phone or invite others to your account.

Yes. My wife and I both have the app on our phones, and it works just fine.

Yes, you install the ecobee app, and sign in. I think if you go to ecobee's website it works better though. I prefer seeing it from that dashboard.
