• I don't know about Vivints, but it is Z-wave compatible.

• Unfortunately the ecobee3 is not Z wave compatible.

• Ecobee is z wave. I'm not familiar with Vivints and can not help there.

• Currently, no. Not directly, at least, from what I can tell. It can potentially communicate to Z-Wave devices via supported home automation hubs that act as bridges between the Ecobee and the Z-Wave devices, but Vivint's home panel is not one of them according to the Vivint rep that kindly let me waste his time for an hour or so. It's possible that might have changed, though.
