If you loose the internet does it still work null

Yes, it functions normally. It just won't be able to tell you the outside temperature.

If the internet connection to the unit is lost then you will lose control of the ecobee only from the app and outside your home. You will still be able to control the thermostat using the thermostat unit itself by directly adjusting the settings on the unit.
