“Can I name this new router with the same name (SSID) as existing router? I have been told if routers are the same name with same password your phone will connect to the one with strongest signal, and switch as you move around.”

Yes you can. That does make it easier as a lot of your devices should move over to the eero network without having to be manually reconnected. Some devices may not move over automatically and you'll just need to re-set those up. However you will want to either disable or change your existing wifi. Your devices won't be able to tell the difference between the two and leaving both operation can cause issues.
