No, the eero does require access to the internet via ethernet cable, so you will need a modem or ONT at least, but you do not need an existing wifi router for the eero to work from. One of the eero will be hardwired to that internet connection and it will make a wifi network (it will then become the gateway/head eero). Additional eero will connect to that gateway eero (via wired or wireless) and broadcast the same wifi network, making a wide ranged network.
