• No. Turn the knob in the back. But watch out! Don't put any pressure on the knob.

• I believe not. I have this cooling stand and when I turn on the computer, all 5 fans automatically turn on as well as the lights. There is a rolling adjustment knob that adjusts the fan speed and the blue light brightness both at the same time. Try adjusting that and see if the fans turn on. If not, then it's defective for sure.
