• You would need a 3rd party program to do that. MS Office, for example, has accessibility features that would allow that within the MS Office programs. Otherwise, you would need to buy Dragon or something like that; there is nothing built-in.

• Yes, the Windows 10 operating system does come with 'Windows Speech Recognition" program that can be used for your project.
