It comes with all the cartridges, although there's not much ink in them. I would hold on to the color cartridges even when they go empty, in case the printer requires them to be installed for B&W printing. I kept an old Canon printer when the print head died, because it had a doc feeder and I wanted to use it to scan documents. Turns out you had to have all the ink cartridges installed even if you only wanted to scan.
