Hello IronFireman. Yes, the ES-400 II can scan on plastic cards less than 1.24mm thick and 2.1 × 3.3 inches in size, and laminated cards 4.7 × 5.9 inches in size and 0.8 mm thick. You can also purchase the optional flatbed scanner dock, which would also require either a V19 or V39 scanner. This will allow you to scan a passport booklet that generally would not feed properly in the machine's feeder. Regards, Kevin - The Epson Team.
