“If I have the app, will the video be recorded on my phone or tablet so I can view from anywhere? Will video stay available on phone or only be viewed live? My older Arlo cameras record to phone or tablet and stay for 7 days. No monthly fee. Thanks”

I believed it stores your videos for months, in the base, until the memory is full and then it deletes them. You can watch live and past recording on your phone or tablet without a monthly fee.
