I believe i understand the first part of your question. Scenario: the ISP signal is lost, the router is still running and you’re within range of the Wi-Fi signal and connected - if this interpretation is correct then the answer is Yes, besides it also has a great Bluetooth range that will engage as well. As for the server, there is no clear-cut details but 10/10 these proprietary apps use servers whether they need to be offline or online all or some of the time.
