It depends on what you are doing with it, but in terms of performance yes they are both a much better card than the 745. The 970 is better than the 960, but if there is a big price difference ($100+) I would suggest getting the 960 as the performance difference isn't that huge.

The higher the number, the better the card. Every generation starts up with usually two or three cards, all giving different numbers. For example, The 1080's came out, and is currently the best GPU to date. The 1070 also came out later, but is lesser quality. Each generation is defined by the first number, and the quality of the card is defined by the second number. You can tell the difference in generations simply by seeing if the first number is different. a 980 is a generation behind the 1080, just like the 880 is also a generation behind the 980, and so on. When you see any number, followed by "80", that is the best card in that generation. So a 780 is better than your 745, just like any card after / higher than the 745 would be better. The "70's" is the little brother version of the "80's".. So if you want to splurge, the best card you can get in any generation will end in an "80"; I.E. X80, 980, 1080 and so on. If you want to splurge, but not be the best of the best, the second best card to get is the "70", I.E. X70, or 970, 1070, and so on. If you want to save money for a lower budget build, you best bet is to get the latest generation "60" card. The "60" of a next generation is usually better than the "70" of a last generation. Sometimes, depending on the card manufacturer and generation, the "60" maybe even be better than an "80". That's typically not the case though. In the end, to answer your question, the 970 is better than the 960, however, i would suggest spending just a little bit more and getting a 1060, or even a 1070 if your budget permits since the "10" generation just came out not to long ago.
