No, a minimum of 550 watts is needed and I recommend 650 watts or higher. This unit only draws 200 watts but you do not want to run the power supply at capacity. You will need an 8-pin and 6-pin power connectors for this card and 3 slots in width.

Depends what you are already running. I would go to PCpartpicker.com and individually add each of your components. Gets you a pretty close estimate.

Overall it depends on what you have in your rig but a 650 watt power supply would be safe.
