It's a mounting bracket. These cards are heavy and some people don't like all that weight on the PCI slot. The bracket may or may not work with your particular case. If not, and you want something besides the PCI slot and a single screw holding your card in place, you can get a graphics card brace mounted vertically that uses tension between the top and bottom of your case to stay in place. Looks kinda like a stripper pole in your case. :D
