• I would say so, yes. "Overview" states: Powered by the NVIDIA GeForce RTX 3060 Ti graphics processing unit (GPU) with a 1800 MHz boost clock speed to help meet the needs of demanding games. 1800 MHz boost clock is only available for the Ultra model.

• Yes, it is. I ordered it and it came as the RTX 3060 ti FTW3 ULTRA.
