The only moving part in the power supply is the cooling fan. I have a several power supplies and usually the fan begins to make noise as it gets a few years on it. If you're power supply is making noise I'd return for repair/replacement. But make sure it's the power supply and not video card, DVD/CD or other periphal.

I don't know what your setup is or what kind of graphics cards you have or what type of programs on your computer. It can be that you have too many programs that support a gaming mode that you can max all fans out at 100%. If you are drawing too much wattage from the 600 watt power supply then that is the easiest solution. That means that you are drawing so much power at a constant rate your power supply is getting hot and trying to keep up with cooling itself. The hotter it gets there is a chance that it could bring the efficiency down of the rated wattage or even catch on fire. How long have you been running this power supply? You also have to clean your power supply every so often to prevent it from catching on fire with it powered down. If it is making noise then it could be the fan in the power supply. Again if it gets too hot the coil will react to that heat easily if you are cleaning the PSU often and not overusing the capability capacity rate of 600 watts then I would trade that in for a new one if you just bought that PSU recently.
