If WNEP has an app available on Roku, it is up to that app to answer your question. Roku is simply the facilitator of the apps you choose to load. If you mean WNEP is available as a channel choice on the Roku app, which is included with all Roku devices, I'd have to say no. You would see only what WNEP is broadcasting at the time you are watching.
