You don't need any TV subscription service. There is a huge amount of media available online for no charge (some have commercials, just like broadcast TV), and you can subscribe to providers such as Prime Video, Netflix, etc. You do need Internet access in some form. Without Internet access, the Roku cannot be initially set up, and it won't do much else. This player does not have a USB port for connecting a drive containing video or audio, so network access is a must. Once it's set up, it could be used to stream media from a DLNA server on a home network, no Internet required. But the network itself is mandatory.

For the highest possible quality when streaming movies and TV shows, we recommend you connect your Roku® Express 4k+ to a high-speed internet connection. Roku streaming devices perform well with most home broadband services like DSL, fiber, or cable internet. Movies and TV shows streamed in higher picture quality formats like 4K Ultra HD or HDR require even higher internet speeds.
