Yes - For this device to function properly, this device needs to be connected to a reliable power source and linked up to your 2.4Ghz WiFi network using the EZVIZ mobile app

To the best of my knowledge, yes it does. You download a free app on your smartphone then you connect to it via the app and then the WEB.
