No this is a sequel to Farcry 5. This takes place still in hope county but 17 years later. The person you see is one of the new enemies the highwaymen.

New Dawn takes place after the events of the fifth game. I'd recommend playing that first and then starting New Dawn. The plot makes more sense otherwise you will be confused. There are some flashbacks in New Dawn that make sense if you play the games in order. The cover will be explained that way. .
