Yes, you have to have a FireTV device to watch shows on the Recast. I do not pay a monthly fee for either the Recast or the Firesticks we use.

The Fire TV Recast is a DVR designed to record TV shows via an antenna. It does require a Fire TV Stick or Cube to operate. There is no monthly fee to use them. The Recast itself is basically just a DVR and the Fire TV Stick is what controls that DVR. This device will not record shows off of Dish Network, it will only record shows that are broadcast through an antenna. I hope that answers your questions. Have a great day!
