No it doesn't come with a chest strap, it monitors your heartrate through the built in monitor that hits your wrist when attaching the Fitbit to your wrist.

The one I purchased did not. The blaze fit very well on your wrist and from what my heart rate has been at the doctors office it looks pretty accurate.

It does not come with a chest strap. The wrist heart rate pulse detection is a very convenient feature that allows to wear the tracker all the time. If you need an accurate heart rate monitor for medical reasons you should find a unit with a chest strap.
