Time & Date appears always when you try to look for available data on screen. For HR , you need to do Tap Gesture once which scrolls menu to right on Fitbit where you cab see HR data available.

Time can be set to show by raising your hand or manually with the hit of a button. The other functions you ask about, yes you use the button to toggle through them or sync and you can view them on your phone.
