The device can be activated via an app on your smart phone or the dashboard application on your computer. I activated mine via the Fitbit app on my iPhone, but I also accessed it through the Fitbit dashboard on my Mac. Both are available on the Fitbit website.

No. Only through the fitbit app and requires Bluetooth.

No cell service activation required. It syncs to your phone with Bluetooth updates, so you only have to download the app on your phone, sync it, and you're good to go.

If you're wondering about activating for GPS tracking, the HR version doesn't have GPS.
