No the time is not always visible - given it retains the last viewed screen (e.g. if you last viewed steps it stays on steps). It's as easy as pressing the home button twice to return to the time screen no matter which screen you are on. It hasn't been a bother to me.

So if you check your heart rate and don't change it back to the clock face, it will remain with your heart rate on the screen. If you swipe over to the clock face, that view will remain till you turn the page. If you are in a dark room you will have to tap the face once to get it to light up (back-light) for a few seconds. Occasionally the sleeve of my shirt will swipe the screen and turn it from clock to step count, so I may have to swipe it back to clock.
