You have to have some form of billing information on record for them to use as a secondary verification program. It also checks to be sure you aren't making new accounts just to get as many freebies as you can. You can call customer service , but they will tell you the same thing. It can be a prepaid card from a local convenience store or your bank information or a credit card (or all three; the prepaid card doesn't even need an active balance to be approved for account back; it does need to be an activated prepaid card though or the system will send you an error message).
