It did that for me after I became part of the apple icloud family plan, I had to cancel the trial to become part of it. Apple is very stingy about this deal and they are not shy about it.

The best course of action is to escalate within Apple Support and request to speak with a senior advisor. Be sure to have your redemption details, device info, and Apple ID ready. If you still get no resolution, document the chat and consider filing a complaint via reportaproblem.apple.com or Apple’s feedback page. While frustrating, Apple is ultimately the only one who can unlock your account. Best Buy can’t access or manage Apple accounts.
