If the garage temperature falls below 0°F (which is the low-end *operating* temperature spec), I would never expect the freezer's compressor to activate, assuming the inside of the freezer is already at or below the set temperature. In any case, if this were a concern and I knew temperatures were going to drop below 0°F, I would simply unplug the freezer and maybe prop the door open until temps rise above 0°F.
