You are correct. The 36” height is to the top of the cooking surface, not including the grates. The back with display and oven control pad is an additional 11.5” high.

The 36" height for the range is from the top of the cooktop itself to the adjustable leveling legs that are located on the bottom of the appliance, which can be adjusted more or less 1/8".
