Yes it does. When you input a destination, it “loads” up the route and pulls it from your phone. Should you lose signal then you continue to get guidance but no real time traffic updates.

If you have no signal you will not be able to input the address. In addition, you may lose guidance if it does not cache the entire route and you have no GPS connection.
