No it does not answer calls, you can view texts but you cannot answer them,

The vivoactive HR has the ability to show incoming call notifications, but the call will still need to be taking on the phone.

Yes. You can touch the icon on the watch to answer or decline the call and you can see who is calling without pulling your phone out.
