Probably to help keep costs down. I've had this fridge for 6 weeks or so and the single temperature controller has done just fine. Fridge keeps things nice and cold and the freezer has kept everything frozen quite nicely.

The freezer control regulates the damper between the two compartments by controlling the amount of cold air that flows into the fresh food compartment. The fresh food control regulates how long the compressor runs, and in effect, how cold both compartments can become.
