When I manually turn our unit off and back on again, it defaults to Eco mode. Then I have to manually change the mode to "cool". I first noticed this after a power failure in our neighborhood when the power came back on again.

The fan runs when the compressor runs and you choose the fan speed that you want, Low, Medium or High. The fan speed does not change unless you change the fan speed setting. When the compressor turns off, the fan turns off. You may notice a wider variance between the set temperature and the room temperature before the Air Conditioner turns on again.
