I think you are referring to the measurement of the “top ring” or the part of the oven outside the cabinet. In my case, the “top ring” or outside of my old oven was 26”. However, the “cut-out left to right width” was 24.50 inches. So the cabinet had to be cut 0.75” larger to accommodate the new 27” GE Electric Wall Oven (25.25”). In other words, 0.375” on each side so the oven remains centered in the cabinet after installation. A good installer would have no problem increasing the cut-out, if you have enough cabinet to cut. Be sure to pay attention to the “cut-out left to right width” of you new oven and the “width of the cabinet opening.” Don’t forget the “cut-out front to back depth” and the “ cut-out height” when measuring for proper fit.
