“Is this oven hard wired to the wall box or is it a plug in?”

In order to meet NEC requirements this oven can only be installed hard wired to an approved electrical box. If installed as per instructions the wiring (in flex conduit) will reach the connection box if the box is installed near the top of the installation space on the right side.

You must use a single-phase, 120/208 VAC or 120/240 VAC, 60 Hertz electrical system. If you connect to aluminum wiring, properly installed connectors approved for use with aluminum wiring must be used.
