“Is the lower part and upper part supposed to have two different finishes? The upper part is smooth and the lower part is rough and feels unfinished. I can not wipe the lower part clean because cleaning clothes or rags stick to it.”

The overall material finish is the same on the top and bottom of the shelf. It’s a brushed stainless steel. What you may be feeling on the back/underside of the part is minor edge imperfections that occur in the process of manufacturing the holes. A very small amount of material is displaced top to bottom in the cutting process and can be felt as some slight surface roughness around the edges of each individual hole. -Vikki@GEAppliances
