My wife like to make sure they are well dissolved so she put the washer on the lowest setting and waits for it to fill and slosh a bit, then moves the setting to the one she wants and put the clothes in the washer. I don't think that is necessary, but it doesn't hurt.

The way we do it to be sure they get spread out is we start the washer on the smallest load and let it run long enough to slosh around a bit to ensure the pod is opened and disperser. Then we put the water level on the level we want and load the washer with the clothes and such.
