It does not have a cut out but you should be able to slide it under the range. I have a very similar setup with my gas line and I was able to run a flexible line off the stub to the range and then push the range all the way back to the wall flush without any issues. Hope it helps.

According to the installation instructions, it is recommended that the gas stub be no more than 2 inches from the back wall. The height of 4.5 inches falls within the recommended requirement.
