• Both, and for certain settings, both are on. Only glitch I've found is that the digital controller will NOT switch instantly from "bake" to "broil", so have to pause for 15 seconds or so to get broiler element to turn on when you stop baking salmon and start browning the topping. Temp control is good on our example.

• For baking, the heating element is on the bottom. For broiling, the heating element is on the top.
