Actually mine does that too. From what I can tell, turning the igniter on to light any of the burners, turns on all of the igniters. I think you only notice the center one because it's more visible. Without gas flow though, that's completely safe and nothing to worry about. Igniters just create a small spark which lights the gas. It will only ignite the burners that have the gas turned on. I wouldn't worry about it.

Although each burner has its own igniter, all burners operate off one spark control module, and will all spark even though only one burner is selected for gas to flow through it.
