“Can I run the dehumidifier if it is laying on its side or back? I use a hose that will drain into a sump pump basin. I have some clearance issues and I would like to have the dehumidifier lay on its side or back while operating.”

No. The compressor (refrigeration unit) needs to be upright. Plus, as the condensation drips, it will drip down, and not collect in the hose connections.
