• Ours never fills unless you are on the "bulky" setting. And when it seems idle, it is usually in 'soak' mode. This has been our experience. Hope this helps.

• Hi there - This washer is a high-efficiency washing machine with a system that requires less water while providing effective cleaning action. The water may not cover the top level of the clothes. This is normal for a high efficiency washer.
