Yes, it is unlocked, but it will only work with the cellular carrier that your iphone uses. The SIM share the cellular connection with your iphone carrier. It does not get its own cell number.

If you purchase the watch with cellular service, it must use the same carrier as your iphone. You cant mix carriers.It can be used with any carrier.
