If displayport 1.2 can only support 1440p @ 165hz and hdmi 2.0 can only support 1440p @144hz, how can this monitor run at 170hz given those are the only port options avaliable? null

I'm not 100% sure, but it may be using "display stream compression" or it might doing YUV 4:2:0.

It doesn't. When trying to set it above 144 the display shows only black and an Out of Range error message. Been trying for weeks to get it to OC correctly and nothing works

It doesn't. It is advertised at 170hz but it goes up to 165hz only. You can use hdmi at 120hz 10-bit color 1440p or 165hz 1440p with 8-bit color dithering. 165hz/170hz isn't that big of a difference.

Displayport 1.2/1.2a supports 17.28 Gbit/s (Data Rate), and 1440p 165Hz requires 16.3Gbit/s. It's enough to achieve 170Hz. However, it will not support 170Hz with HDR on, or even 165Hz. You can achieve 144 Hz with slightly higher timings with HDR on using 1.2.
