• If by "signal," you mean watching something on Google Chrome web browser, then yes you can Cast (stream) most video content from Google Chrome web browser to Vizio TV. You may have to download extensions/plug-ins for certain content, but almost anything through Chrome can be casted to the Chromecast which will be displayed on your Vizio TV.

• What are you asking with signal? All devices should be on the same WiFi/Network. What ever you push/share from the PC or Phone it will play on any TV with an HDMI port.
