Chromecast requires a connection to a network so if you don't have WiFi it's not going to work. The only possible exception to this would be if you decided to use your phone as a hotspot and I haven't tried that with Chromecast. Most people would find that if they tried this they would go Way Beyond any data caps that you might have purchased. even with unlimited plans it will slow your access above a certain number of megabytes.
