That would depend on the VPN you use. If your VPN changes your IP address to another network, no. However, some VPNs just add you to another network while still allowing you to connect to devices on your non-VPN network as well. Thus, this isn't a limitation of the Chromecast, but potentially a limitation of your VPN.
