I believe it should be able to as long as your PC has a USB port, it should go through because they will both have Wifi, just set it up right to read your PC info.

No, you can use it to stream your phone screen to your TV only. If you want to Cast your Android to your Laptop you can use ALLCAST or for samsung SideSync and you can cast whatever is in your phone screen to your laptop screen.

Chrome cast is t.v accessory, not the laptop or desktop

It works on mine but remember your laptop must have an HDMI port and this model of Chromecast has the option for USB power from your laptop or a wall plug. If you decide to use the USB to power the device it will drain the battery on your laptop faster than using wall power.

Only if your laptop has an HDMI input. There are better ways to do that, though, without having to buy a hardware dongle.
